STAR Ohio

The State Treasury Asset Reserve of Ohio (STAR Ohio) is an investment pool that allows government subdivisions—from municipalities to school districts—to invest in high-grade, short-term securities, while offering safety, penalty-free liquidity and comparatively higher yields.

Since 1995, STAR Ohio has maintained Standard & Poor’s highest rating (AAAm), demonstrating a long history of soundness and security. The fund generally offers higher yields than comparable investment vehicles because of the increased earning power of a sizable pool.

The Ohio Treasurer's Office administers STAR Ohio. The investment objectives of STAR Ohio are the preservation of capital, the maintenance of liquidity, and the provision of current income. 

 

 

STAR SMA (State Treasury Asset Reserve Separately Managed Account) serves as an investment option for eligible Ohio government subdivisions and is managed and administered by the Ohio Treasurer’s office in addition to STAR Ohio.

In 2017, the General Assembly modified Ohio Revised Code Chapter 135 to authorize the Treasurer’s Office to invest Ohio government subdivision’s excess reserves in separately managed accounts that allow for a broader menu of investment options and a longer portfolio duration.

A government subdivision’s excess reserves is the amount of the subdivision’s public monies that exceed the three year average of the annual general operating expenses in the subdivision’s general fund balance as reported in their prior fiscal year’s financial report.
